Президент консалтинговой фирмы «Second Floor Strategies» Уайлдер Алехандро Санчес (Wilder Alejandro Sanchez) отметил, что уже существует основа «С5+1» для постоянного взаимодействия США и Центральной Азии по экологическим вопросам, водной безопасности и изменению климата в рамках подписанной Нью-Йоркской декларации в сентябре в ходе Генеральной Ассамблее ООН.

Исполняющий обязанности директора Исполнительного совета Международного фонда спасения Арала Зауреш Алимбетова отметила, что в этом году исполняется 30 лет со дня основания МФСА, который служит платформой для взаимодействия стран Центральной Азии.

Со стороны Казахстана осуществляется большая работа по реабилитации региона, в соответствии с утвержденной до 2030 года «Программой бассейна Аральского моря», которая предусматривает улучшение жизни населения.

Ведется работа с ЕС по программе «Central Asia Nexus Dialogue Project», в рамках которой применяются новые технологии по улучшению приживаемости древесных растений в соленной почве. Совместно с агентством USAID была пробурена скважина глубиной 500 метров в Аральском море для орошения.

Участники дискуссии считают, что необходимо обсуждать и привлекать внимание мировой общественности к проблеме обмеления водоемов, с которыми сталкиваются многие страны мира для поиска решения водных проблем.

If rare earth elements are the crude oil of the 21st century, then Central Asia and Mongolia may be the Saudi Arabias of these strategic minerals. 

The COP28 climate summit in Dubai produced an agreement that aims to triple the use of renewable energy, double energy efficiency, and “speed up the transition to a cleaner and healthier economy” by 2030, so the world can meet its Paris Agreement goals to limit global warming to 1.5 degrees Celsius. This energy transition cannot be fueled by optimism and zeal alone. Rare earth elements (REEs) are required to fuel this transition and are vital for the growth of every green industry and emerging technology including, electric vehicles, robotics,  drones, AI, and advanced computing.

In late October, thousands of Panamanians took to the streets (and even the water) across the country to protest a contract granted by the Panamanian government to the Canada-based First Quantum Minerals mining company to operate Central America’s largest copper mine. Copper is a precious mineral and a critical component for various industries. However, the people of the Central American country are pushing back due to a long list of environmental concerns.

The historical decision by Panama to hold a national referendum on 17 December over the contract represents a major win for environmental organizers and could well set a precedent for other polities in South and Central America.

Navies constantly evolve due to new challenges, objectives, visions, and realities. However, analysts rarely witness a sharp evolution of a Navy and its fleet. The Uruguayan Navy is undergoing that process, and as a reliable U.S. ally, Washington needs to understand what is going on and why.

Kazakhstan and Saudi Arabia have many interests and policy objectives in common. But is it enough to create a strong and lasting partnership?

 Last month, Kazakhstani President Kassym-Jomart Tokayev participated in the first Gulf Cooperation Council (GCC)-Central Asia (CA) summit held in Saudi Arabia. In particular, Astana was interested in improving its cooperation and trade with Riyadh, hoping to somewhat reduce its dependency on neighbours like China and Russia – while Saudi Arabia wants to expand its influence and presence in Central Asia. In this context, it is helpful that Saudi Crown Prince Mohammed bin Salman’s (MBS) vision of increasing his country’s global presence coincides with Kazakhstan’s famous multi-vector foreign policy of establishing global partnerships. Whether more trade, investment and common foreign policy objectives can help bilateral relations evolve into an Astana-Riyadh alliance is an intriguing question.

During his visit, he held meetings with Presidents Miguel Díaz-Canel, Daniel Ortega, and Nicolás Maduro, respectively. The tour lasted five days and resulted in several agreements, although none were groundbreaking. However, considering the well-known tensions between Washington and these four governments, Washington viewed the visit with some concern. Lithium is the next big mining boom given that the mineral can be utilized for lithium batteries which are currently, and for the foreseeable future, in high demand as the world craves green energy. South America has the world’s largest lithium deposits, among other critical and rare minerals, with Argentina, Bolivia, and Chile forming the so-called Lithium Triangle and neighboring Peru looking to export lithium and locally-made lithium batteries sometime this decade. A pesar de los esfuerzos del gobierno de China por proveer armamento y equipos militares a Latinoamérica y el Caribe, la incidencia de sus acercamientos respecto al sector de seguridad y defensa es limitada. China ha transferido por medio de donaciones, tecnología y equipos para las fuerzas policiales y de seguridad pública de la región. Beijing también ha sido exitoso en establecer acuerdos de cooperación de defensa con la región, incluyendo el entrenamiento de personal militar latinoamericano en Asia. Sin embargo, países centroamericanos y caribeños no han comprado equipo militar, como también ha sido la generalidad en Latinoamérica, que prefiere adquirir sus equipos con socios más tradicionales (salvo Venezuela y Bolivia).
