 “We are talking about the final transition from a super-presidential form of government to a presidential republic with a strong Parliament,” promised Kazakhstani President Kassym-Jomart Tokayev during his 16 March State of the Union address. After January’s violent protests, the Kazhastani president pledged to change the political system of his Central Asian nation, by encouraging the formation of opposition parties, cracking down on nepotism, and limiting presidential powers.

In this speech, President Tokayev explained that the country was entering a new chapter of its history, a “new Kazakhstan.” Plans for this “new” country occur at a time of geopolitical turmoil due to the Russian invasion of Ukraine; key concerns for the Central Asian state are the geopolitical consequences of the Ukraine war and the resulting sanctions against Russia, particularly regarding food security.

Central and South American militaries may have to reconsider their procurement habits in view of the Russian invasion of Ukraine.

The latest data from SIPRI shows a 55% reduction in arms imports by South American states between 2012–16 and 2017–21. Arms imports by states in South America in 2017–21 were at their lowest level for any five-year period in the past 50 years, according to the SIPRI figures.

The Russian invasion of Ukraine has created a humanitarian crisis and displaced hundreds of thousands of Ukrainians, most of whom are women, children, and the elderly. Consequently, neighboring countries are experiencing a massive influx of Ukrainian refugees. Secretary of State Antony Blinken’s recent European tour was the perfect opportunity to praise the humanitarian efforts of an often-overlooked American partner on the front lines of the crisis: the Republic of Moldova.

India, el Sudeste asiático y Kazajistán priorizan la relación comercial y el negocias de las armas con Moscú. La mayoría de los países se abstuvieron a la hora de condenar a Putin en la ONU.

Otras de las naciones aliadas de Rusia es Kazajistán. Ex república soviética e integrante de la zona de influencia rusa. Wilder Alejandro Sánchez, es especialista en el país Kazajistán, presidente de la agencia de consultoría Second Floor Strategies, y analista de temas de defensa y geopolitica en Eurasia y el Hemisferio Occidental  planteó que "Kazajistán es conocido por su famosa diplomacia multivectorial  y quiere volverse amigo/aliado/socio comercial de todas las potencias mundiales, EEUU, China, Rusia y bloques como la Unión Europea".

Shipyards in Argentina, Brazil and Chile are constructing vessels for their respective fleets, including ships for polar operations.
 

The 27 February announcement from Chilean shipyard ASMAR that it has cut first steel on a new amphibious vessel for the Chilean Navy came at a time of strong activity for South American naval shipbuilding.

Argentine state-run shipyard Tandanor is preparing to build a new polar vessel with Finnish assistance, while efforts continue in neighbouring Brazil on an indigenously constructed vessel for Antarctic operations.
