At the Sea Air Space expo in early April, Zona Militar had a discussion with US Navy (Ret.) Rear Admiral Anthony Lengerich, who now serves as Vice President for Naval Programs at Thales Defense and Security. The Rear Admiral spoke with ZM about various topics such as distributed undersea warfare, communications and data networks in the modern age of warfare, and Thales’ solutions to the US Navy’s missions.

The war in Ukraine has brought renewed interest to the issue of controlling the air domain during conflicts, an area that the U.S. Air Force did not have to worry about in Afghanistan and Iraq but will be a priority in any potential conflict with China or Russia. The service’s Next-Generation Air Dominance, or NGAD, program aims to develop a new fighter and ensure the Air Force’s airspace control. However, the program may be in peril due to budgetary issues and the legacy of the troubled F-35 multirole combat aircraft.

The Republic of Kazakhstan’s foreign policy is based on multivectorism since Astana aims to have cordial relations with all states. The war in Ukraine has altered global geopolitics, and countries, particularly those bordering the Russian Federation, have to revisit their foreign (and defense) policies and strategies. Astana’s multipronged strategy must evolve into what I label a multivector foreign policy 2.0. Multivectorism already promotes deep relations with various players. In a speech to commemorate the service’s sea day (Día de la Fuerza de Mar) on August 21, Uruguayan Navy Captain Daniel Di Bono stated, “Starting today, it is time to start writing another page of this story. Ours, [the story] of the older ones, those of the Frigates, the Minesweepers, the [marine research vessel] Vanguardia, is already coming to an end. The period of modern, agile, and flexible ocean patrol vessels, coastal patrol vessels, and scientific vessels is approaching.”

Navies constantly evolve due to new challenges, objectives, visions, and realities. However, analysts rarely witness a sharp evolution of a Navy and its fleet. The Uruguayan Navy is undergoing that process, and as a reliable U.S. ally, Washington needs to understand what is going on and why.

While much of what is written about the strength of the Bolivarian Republic of Venezuela’s military is true, its capabilities should not be exaggerated. One illustrative example is the Bolivarian navy of Venezuela (Armada Bolivariana de Venezuela), which operates a particularly old fleet of ships and submarines.

During the lengthy presidency of the late Hugo Chavez (1999-2013), the Venezuelan government spent billions of dollars to acquire state-of-theart military equipment, particularly from the Russian Federation, to strengthen the Venezuelan armed forces and protect the country from aggression it believed might come from either the United States or Colombia. The Venezuelan army, air force, national guard and paramilitary units received copious amounts of new equipment, such as the S-300 surface-to-missile system, Mil helicopters, Sukhoi Su-30 warplanes and small weapons, but the navy did not.

Abstract

Brazil has historically been regarded as the natural leader of Latin America, given its level of development, the size of its economy, its military might and its ambitious foreign policy. This image was cemented during the presidencies of Lula da Silva and Dilma Rousseff, who supported Latin American integration (particularly via the creation of such blocs as UNASUR and CELAC) and diminishing Washington’s historical influence in the Western Hemisphere. However, the situation has dramatically changed with the rise to power of President Jair Bolsonaro, a staunch supporter of the US in general (and President Donald Trump in particular), which has affected Brazil’s role in the region. Based upon the analysis of specific domestic and foreign policy components, the author draws conclusions on how Brazil’s prospects as a participant (or even the key motivator) in the transformation processes in the region have changed. Brazil is no longer perceived as the axis of attempts at regional integration, but rather “just another separate state” taking care of its own interests. Brazil’s economic crisis and Bolsonaro’s strategy (or the lack thereof) regarding the COVID-19 pandemic have negatively affected Brazil’s image even further. Then again, as this analysis seeks to demonstrate, Latin America has a mixed record when it comes to integration attempts, as regional governments are zealous guardians of national sovereignty. Hence, while there have been some successful regional thrivings towards promoting cooperation, the rise of some supranationalist organization similar to the European Union – is a dream. This is not necessarily a bad thing, as Latin American (and Caribbean) blocs do not need supranationalism to be effective, but it shows the limits of regional integration initiatives.

An international fishing fleet composed of some 340 vessels is currently sailing through international waters close to Ecuador’s exclusive economic zone (EEZ). Illegal, unreported and unregulated (IUU) fishing is a constant challenge for Latin American navies, but the recurring presence of large, predatory, extra-regional fishing fleets exacerbates an already problematic situation.

Media attention towards Central Asia generally focuses on initiatives announced by the so-called great powers, namely China, the Russian Federation, and the United States. Yet if we are to understand how this great power competition – namely, how the three aforementioned nations are “competing to shape security architectures, as well as norms and practices worldwide” – will unfold in the region, we must also understand the foreign policy objectives and priorities of the Republic of Kazakhstan and other Central Asian governments.[i]

Kazakh foreign policy does not envision itself as a pawn on some Eurasian chessboard, but rather as an independent power with its own objectives and ambitions. Moreover, Kazakhstan is looking to increase its image and influence, in Central Asia and beyond.
