Kazakhstani President Kassym-Jomart Tokayev gave a speech on 1 September focusing on economic issues and domestic development. Some key energy and environmental issues were discussed that are particularly noteworthy, given the globe’s climate and environmental challenges: Astana will focus more heavily on protecting the country’s water resources, which has an unavoidable foreign policy component. Moreover, the Kazakhstani government aims to turn to green energy and is similarly considering nuclear power.

Uzbekistan does not possess nuclear, chemical, or biological weapons and is a member of the Central Asia Nuclear Weapons Free-Zone Treaty. That is the good news. However, the disturbing news is a 2018 agreement with Russia’s state atomic energy corporation Rosatom to build a nuclear power plant in Uzbekistani territory. While Tashkent needs additional power sources, the nuclear plant is a source of concern given the devastating consequences of potential accidents and the impression the global community will have about Moscow-Tashkent relations if this project proceeds.

 The State of the Nation speech by Kassym-Jomart Tokayev, Kazakhstan’s president, stressed how 2021 is a jubilee as the country celebrates its 30th anniversary. But far from qualifying the situation in the country as ideal, Tokayev was pragmatic. “We must be ready for any challenges and threats, continuously improve and always move forward,” he noted with cautious pessimism in his first remarks as the country, and the world as a whole, continues to struggle with the pandemic, and Central Asia prepares for a Taliban-controlled Afghanistan. Additionally, two areas in which the government is particularly keen to move forward are energy, as Nur-Sultan and Washington recently signed a new agreement to help Kazakhstan develop a low carbon strategy, and the digitalization of the country to help grow the economy.
